depends on what war you a speaking of and what nation, a general answer would be no. but certain nations NOW follow the geneva convention which is a set of rules or laws of warfare. so again depending on what nation, what war, and HOW the rebel killed the autocratic person then the general answer would be no.

any crime committed at any point would b considered a crime, in this case, murder. Afterall, if it wasn't considered a crime then by golly everyone would be shooting each other, without having to go through the consequences. Don't believe what other ppl tell u, trust me, that person very well committed a crime, since its wrong to kill ppl no matter what!! NO ONE DESERVES TO DIE!!

It depends who wins the war. As a general proposition, only members of the losing side commit war crimes. Just one of those things.
