This kind of question is relative.

For example, on customer service, how good is good?

The answer would be that when the customer says it's good.

However, if you let the customer decide, then you would not be able to get a consistent measure, since every customer has different expectation.

In this case, you could put in a benchmark as a reference that will satisfy say 80% of the customers. For example, in fast food, "we serve in 2 mins", so service within 2 mins is good.

How high is high?

1. When you think it is high.

2. When the majority of the people thinks it is high.
