The brain does not complete it's growth and 'pruning' until about 25. There are still stages of brain development going on before that. Most significantly:
""A National Institutes of Health study suggests that the region of the brain that inhibits risky behavior is not fully formed until age 25, a finding with implications for a host of policies, including the nation's driving laws.
"We'd thought the highest levels of physical and brain maturity were reached by age 18, maybe earlier -- so this threw us," said Jay Giedd, a pediatric psychiatrist leading the study, which released its first results in April. That makes adolescence "a dangerous time, when it should be the best."

My second link describes the ongoing development of the brain into the 20's. Behavior in the teen years is still being ruled by emotional centers, while a few years later, pragmatism has developed.

As far as looks, when you look at the high school graduation picture a few years after, the image will look 'delicate' and soft. The major facial changes are enlargement of the jawline, and overall muscle development.

Oh yes! For sure! Maybe not so much about the way the person looks, but there is a huge difference between the way the person acts and think! And not only when you're 18 or 21, 'cause each age has a different way of thinking, values, interests, etc.

I think the way the act and think are completely different.

At 18 you are just getting out of high school and you are fresh and new to the real world. At 21 you have 3 years of being a legal adult, maybe college or working in the real world. At 21 you have experienced what it is like to be an adult and how hard it is at 18 you are still living in fantasy world of what adult life is.

No, they may act and look the same there's not a big difference in ages. Some still act like children, I have many friends who are 18y.o. and 21y.o. and they still act like 17. But then, again, one or two could act and think like an adult, specially the girls, they tend to mature(mentally) quicker than the guys.

yes!!!!! a big one. 18 year olds arent yet suitable to be parents 21 year olds mite be. 18year olds still are sorta teens slash adults 21 year olds are young adults. 18 year olds dress like teens and talk slang. 21 year olds dress like adults because they can start to have a serious job where you wear suits, blouses, and skirts not to mention ties shiny shoes and high heels. so those are just some reasons. there are others like the difference in what they talk about. the difference in their vocabulary. and the difference sometimes in their experince and knowledge. do you get the basic idea??? glad to help!!!

Not so much LOOK, but ACT yes...I was a completely different person at 18 and 21...and again now at 25. The differences are subtle, but when you get there, you'll look back and know. : )

Everyone is different, but a lot can happen in those 3 yrs which would cause the way people dress, act, etc.. to be very different.
