1.Tom Brady. The guy flat out wins. He has also never had a legitimate receiver to throw to.
2. Peyton Manning. I think losing Edge is really gonna hurt the offense but he is still great.
3. Carson Palmer. This guy gets better every year and if hes healthy this year him and Chad Johnson will put up monster numbers
4. Ben Rothilesburger. He is another guy thats good at just winning. His numbers get better every year too.
5. Matt Hasselback. I love this kids confidence and now that they have Alexander signed I think the two of them will be regualrs in the playoffs.

1. Tom Brady
2. Peyton Manning
3. Matt Hasselbeck
4. Carson Palmer
5. Jake Plummer
and for good measure....
6. Michael Vick
and I really feel that there will be 2 quarterbacks that will surprise the hell out of everyone this year....
1. Joey Harrington. He will start for the Dolphins cuz Culpepper won't be ready. He will show the NFL the talent he truly has. The lions organization repeatedly threw him to the wolves, and didn't truly support him like they said they did. He will flourish under the Miami Dolphins non west coast system.
2. Jon Kitna... of the Detroit Lions. He is a proven veteran and he now has an incredible allstar triple wide receiver unit and a great running back. Also the former rams offensive coach 'the greatest show on turf' Mike Martz as the offensive coordinator. Watch out.....

1. Peyton Manning
He's scary good. In a move to standup his own numbers, he decided to check off and make the Colts offense even more versatile in their ground game.
2. Carson Palmer
32 TDs to 12 INTs is very hard to argue with. Quiet but competent leader on and off the field. If a lineman didn't lean on him, who knows if Pitt gets that fifth ring.
3. Matt Hasselbeck
The Seawhawks get about as much national coverage as the Atlanta Thrashers get statewide coverage, but Matt has been golden for the past three years. Alexander may carry the team on his back, but Hasselbeck is the one pointing the way to go (or some such nonsense).
4. Tom Brady
He's a winner. The Pats mystique isn't as strong as it was, but Tom Brady is still the last man you want to see with the ball with the game on the line.
5. Trent Green
The Rodney Dangerfield of the NFL, Trent gets no respect at all.. and all he's done is put up 4,000+ yards in the last three years without a single big time WR to speak of.

Since you said IN the NFL, I'm assuming you mean current:
1. Ben Roethlisberger (I am also a Steelers fan.)
2. Peyton Manning
3. Brett Favre
4. Tom Brady
5. I'm kind of undecided on the 5th
And for the heck of it, some top retired quarterbacks are:
(no particular order)
John Elway
Dan Marino
Terry Bradshaw
