you mean burn a video from the computer to the DVD. please ask proper questions or check your terminology as download has nothing to do with DVDs.

I agree, you have to have a DVD burner + software but it also depends on where you got the 'video'. What format is it in? Please post the file name and extention of the movie.
If you mean 'copy' a DVD to your DVD, then the same applies. (burner + software)

You have to have a DVD burner and software installed on your computer. Usually if it's windows it will be Nero.
