"What" is your variable/unknown. "Is" means equals. 70% is the same as .7. "Of" means multiply. So your sentence translates into the mathematical equation,

x = .7 x 40
x = 28

It is the same as 40% of 70.

Take 10% of 40, or in otherwords 40/10. This is 4. Now you have 10%, to get 70% multiply the number that is = to 10% (4) by 7. 7x4 = 28.

Also, 40% is = 2/5. Divide 70 by 5, and multiply by 2. 70/5 = 14. 14x2 = 28

Remember the trick of breaking it down into 10% and then multiplying up. It helps these problems come faster, as dividing by 10 is easy, you just move the decimal place one spot to the left (or in the case of numbers ending in 0 you can just drop one 0)

for any percentage just multiply the number by the percent converted to a decimal. for example 70% of 40 is 40X0.70.
