like Kate said, you need to put eyeliner on them. find an eye pencil that matches your eyebrow color and LIGHTLY shade in areas that are less defined making sure that you don't press too hard otherwise it will be very obvious.
or sometimes what i do is i take black eyeshadow and a thin brush and then lightly color my eyebrows in till they look fuller.

I would recommend getting a good eyebrow pencil first. These can be found at any drugsore - I personally like Maybelline. You can find higher-end ones at any Sephora store, or online at www.sephora.com. Once you find the right brand you want, make sure you purchase one that is near the same color as your natural eyebrow color. Once you've accomplished this, you're on the right track. Next, you'll find (in the same aisle) eyebrow powder. Purchase some of this as well, in your natural eyebrow color. Once you get them home, carefully fill in the spots that are too thin, or the places you want to make fuller - make sure both eyebrows match! After you're done with the pencil, lightly put on the eyeshadow powder. This will make your eyebrows look really good, and even better: they'll look natural!! Good luck!

One method to create fuller or thicker eyebrows is to use a matching eye color pencil to blend in with the hair. The old tactic of shaving off eyebrows and drawing back is not recommended.

If your eyebrows are thin, you can make them thicker by applying dark browneye shadow with an eye brow brush. Apply very fine feathery strokes in the direction the hair grows. Do not apply too much it should look natural. with practise you will master it. You also get Mac's brow set, which is like a mascara, so go easy with it. You can fill your eyeborws with it.

You need to get a eyebrow brush & brush your eyebrows up. Also there are eyebrow liners that are like eye liners but they are called brow liners there are all diffrent colours to suite the colour of your brows. Trust me I know alot about the beauty area.

You can buy a brow pencil and fill them in, so they look fuller. Also, having a good shape matters a lot with eyebrows too.

pencil them on short feathering strokes then set it with a old toothbrush dipped in facial makeup powder to brush on top of that to look real and set the wax from melting from pencil.. the arch should be raised up on the outside edge of the color part of ur eye

use complimentary color of eyeshadow that matches or slightly darkens your natural hair color on an eye shadow brush and apply it upwardly onto your existing brows... use a light or exact matching pencil to line the brow area, if you need more definition.
