I would like to know where I can buy a steel bondage collar that looks very plain and does not have any attached rings or ornaments on it. I am interested in finding sites that sell collars that lock and do not require the use of a padlock to be secured to the wearer. A collar that locks on its own and which requires a special key to remove would be a good example of this. I am not interested in hex-style locks that can be manipulated using replacement wrenches purchased at hardware stores. I am looking for collars made completely of steel and that have no leather components, unless it is used only to line the interior side of the metal.

Other variations I am interested in finding are steel collars that lock permanently and have no removal mechanism and collars made of chain that are permanent or lock without padlocks as described above. I would also like to see similar bracelets, anklets, and other bondage jewelry.

That's a tough one. Taking a quick look at some on-line vendors, the closest that I saw was the type that uses an Allen wrench, which you stated that you do not want. You might have to get in touch with a vendor that deals specifically with collars and have one specially made.

I will recommend that you not get a variety that have no removal mechanism. It is not so much because of public image, but I was thinking what if there is a medical emergency that involves clear access to the neck region. Also, it might be prudent to avoid potentially embarrassing question at security checkpoints such at courthouses and airports. Having the 24/7 style is not a bad idea, but it should be removable in the likely few instances that it would be advisable.

My necklace is a heavy stainless steel neck ring or collar of the eternity type. There is no possibility ever of me removing it from around my neck. When I put that collar on, I did so at the time specifically with the intention of ensuring that in the future no matter how much I wanted to remove it, I would not be able to.
So, beforehand I prepared the hex screw with a hacksaw, so that when it was tightened up (with super glue in the threads of course) the head of the screw sheared off, making it impossible to remove. For good measure, I super glued a metal plug in the little space where that head would have been and then filed and sanded it smooth.
Finally, a bit of thicker super glue to fill in the small crevices at both hinge and screw ends and then sanding, first with about 300 grit paper, then gradually finer until 2000 grit - this has resulted in a virtually continuous and seamless collar, very smooth and shinny, around my neck.
Earlier thinner collars I did manage (eventually!) to remove by sawing/drilling, but this one is thicker and much harder, as it is surgical grade stainless steel. More importantly, it is tighter around my neck (I can only just get one finger between the collar and my neck), so that it is impossible for me to get a saw or a drill into a suitable position.
Now of course I have changed my mind and I really, really want to take it off - I do not want to wear it, but it is just too late!!
I do realise though, that exactly what that earlier version of me had intended to happen, has indeed now come to fruition!! I have also resigned myself to it. I have come to accept it. Now, I just need to learn that I should not try to hide it. I need to start letting people see that it is there and then at last I will be being honest with both them and with myself!!
So, I really do not want to wear it, but I know that I must. It is a part of me, a part of my personality and so to remove it would actually be very wrong. I would not be being true to myself and in fact taking it off would be completely dishonest - not that I now have any choice!! And that is actually a good thing - for because I cannot remove it (because I would, I really would, if I could!) it will now stay where it truly belongs, around my neck forever.

I would buy a locking gas cap. Whatever the mechanism is that makes it so one can't siphon gas, someone will find a way to bypass it, and quickly.
