Cotton is more combustible.
Hair just singes, curls up in ashes and stinks to high heaven.
But a lot would depend on the source of heat... sparks or flame.

*Chuckles* Depends- add some kind of liquid accelerant and they'll both go "POOF" up in smoke.

Well, detenator cord for explosives is normally wrapped in cotton, so I would be thinking that it would burn the fastest- around 43000 feet per second with a gunpowder middle
