Once I took my daughter to a parade. She was in the stroller and it was a newly paved street. When we got home, there was tar on the stroller and splatters on her lower legs.I tried peanut butter, took it off

You can use baby oil to get the tar off the tub and floor. As far as the clothes go, the best thing to do is to take it to a dry cleaner. In my experience, trying to get it out yourself just ends up making the situation worse.

Try goo gone or De-Solv-It
I bought mine at Lowes. I LOVE Dawn dish detergent for any type of grease or oil messes. It will take grease and tar off of concrete without even scrubbing it.
