That is when all you have to do is turn the key. Same as any business advertised as a turn key business. That means the business is all set up, all equipment is in the building that you need to run your business, it is all set to go. All you do is put your key into the door, turn it, open the door, and you're ready to let in customers.

When someone describes a business opportunity as 'turnkey' they mean that everything is included and ready to go from the day the deal is signed. For a restaurant that would imply the building exists, has a current and transferrable lease, employees, inventory, etc.

It is when you buy a restaraunt and everything is already in place, decor, furniture, food, equipment. All you have to do is turn the key and you are ready to open.
