Maybe because the engineers in other countries are more skilled and cheaper at making outboard engines, so it's not only a better buy, but it won't leave the patrol in a tough spot.

Why are some police cars foreign made?
Who makes the guns that the border patrol carry?
Who provides the gas that jeeps in Iraq run on?

We are all interconnected, so it's quite hypocritical to try and complain about it.

I wondered the same thing. I was driving in St. Pete FL a couple of weeks ago and i got next to a USCG truck towing a 32' Boat w/ twin Yamahas. WTF?
You would figure that somewhere in the procurement regulations there would be a requirement for Made In America.or is it quid pro quo and Mercury outboards are powering Japanese patrol craft?

I don't know whether or not they do, but should this turn out to be the case, the answer would be that the manufacturer provided the best product/lowest price combination.

Ideally anyways. Government procurement contracts do not always admit rational explanations.
