I want to ask my best friend if she could hook me up with another one of her friends. I don't know how to go about this because I've never had to ask her something like this.. How do I ask her?

Make your friend excited to to it in some way to be involved. Be sure to say something that would make her feel good about making this decision.
For example, wait for a good event. Ask if she and another person she knew would go and if she would be interested. Then suggest you wanted to go to and wondered if (the person you are interested in) might be available for you.
Ask her if she thinks that would be a good idea. Her response will be what you have to work with.
Hope she thinks the idea is great!

Tell her you think so-and-so is attractive and you'd like to get the chance to go out with him. Ask her if she knows if he's available. A good way for an "arranged meeting" is to get her to invite the two of you to something and make sure you two get some time together.
