Jewish people always ask questions and like to answer questions with another question. So, it's just something I must do.
Seriously, though, on Yahoo Answers, when I am answering sometimes, I put in a question to the questioner because I am thinking out loud, and I am also trying to help the questioner - to be aware of some aspect that he wasn't aware of which may help with the answer to his question.

The best time to answer a question with a question is when you know the answer, but you want the person asking you to really think, instead of just giving them the answer. When a person is forced to think, he is given more power and more ability than when the offer is offered to him.

Answering questions with questions allows you to change the listener's point of view by deliberately misunderstanding or misrepresenting their prior views.

when someone asks a question, and deep down they know the answer, it is prudent to give them the opportunity to resolve their own dilemma rather than disempowering them by assuming we know the right answer for them, so i would ask, why is a question a good answer?
