I was adopted by my step dad. My mom died and My step dad died. The adoption papers were lost. I need my original birth certificate to get my passport and do not know my natural father's name. The hospital won't provide any info on the original birth certificate. I was born in 1964 in Our Lady of the Lake Hospital in Baton Rouge, La. The State Dept is clueless and won't get me a passport withour the original birth certificate. They state re-issued the birth certificate with my adopted dad's name 3 years after my birth and that's not good enough for the Dept of State.

the re-issed birth certificate should have a number on it that connects it with the original birth certificate.

My son is adopted no probs getting him a passport with his birth certificate, if needed. His adoptive birth certificate IS his original. You might wanna talk to someone else. It doesn't matter that it was "re-issued" it's still considered the original since an adoption took place.

Not really sure if this is an answer, but can you find the lawyer that handled the paper work for your mother? It is a good bet that they have copy of it.

Have you tried to use the freedom of information act to force the hospital to give the record to a judge?

Lastly, do you have surviving Aunts, or Uncles, or a Grandma that might remember the name of your birth father?

Have you tried going to the adoption agency and asking them if they have any information on you. Or you can find out if your mother was ever married you your natural father and see what his name is or if you have any of your mothers thing go through them. go to a library and search the newspaper from that year and date there are many of ways to find it you just have to dig very very dip
do you know how long your parents was together did they have an apartment together what do you know about them use that really try and remember

Notify the State Department that you are adopted and your records are sealed by the state that handled your adoption, and give them your birth certificate with your adoptive dad's name.

I would speak with a supervisor at the Passport office. It sounds like the individual with whom you were dealing, is not the sharpest pin in the pack.

Can you contact your congressman/woman and ask for his/her assistance in this?

I can get frustrating dealing with beaurocracy.
