If you don't use a proxy server to access the Internet, yes.
But unless you plan on spamming or do illegal activities, don't worry about it, noone cares what your IP is otherwise.
One exception: If you're an AOL customer, then your IP is untraceable. They reuse ALL their IPs for ALL their customers all over the planet. Which makes access control of AOL customers impossible. That's why there's many places that won't let you in if you're an AOL user.

Yup. Sites get your IP when you visit them. Everywhere you go on the net will get your IP.

Yes whenever you are browsing, there are hidden environment variables that are being passed around. One of them is the IP address. It is stored in a global hash called ENV and the key is "REMOTE_ADDR"
