The best time of day to handle your hamster is the evening, between 7 and 10pm when they are most active.

My approach is to clear a big space for the hamster, put the cage in this space and either open the cage door or take the cage top off.

Rub some of the hamster's bedding on your hands to give them a familiar smell.

When the hamster is out and about, practice scooping it up with both hands and get it used to being handled this way. It will be very nervous and skittish at first, but with time it should settle down.

Be sure to use the floor, so that it doesn't have far to fall when it jumps from your hand, which it will almost certainly do from time to time. Don't try to grab the hamster from above, introduce your hands from floor level.

NOTE: Don't try to pick the hamster up if you have just handled the food as it may think your fingers are something tasty.

Hamsters have a short attention span, so try to limit your interaction to 15 or 20 minutes. Most of them don't really appreciate being handled. If you have an enclosed space you can set up as a play area on the floor, with lots of toys and things to crawl in, your hamster might really enjoy that. Just remember not to leave it unsupervised.
Hand feeding is not a good idea. It can encourage biting.

The best way to bond with a hamster is just with continual play. But as with any animal it's temperment might vary. I've had hamsters that want to be messed with and those that don't. Continual handling and play time will make your hamster become used to you. It may nibble on your finger but if that is going to discourage you then a hamster may not be your best choice. You have to continue to interact with it. Playing outside the cage with a ball is also fun and is excercise for your pet. Hertz provides great chewing blocks that hamsters and other small animals enjoy gnawing on. Please watch that any wood products that you give to your hamster do no contain any cedar. My family had a chinchilla and we were not aware of the danger of cedar and he died. Overall just continual holding and playing will get him used to human contact. Hope this helps :)

Hamsters are solitary animals and aren't really the kind of pet that's going to bond with you. But they can be made docile and tame by handling them (gently) everyday, and giving them (healthy) treats that they like.

Find a way of keeping the cage door open and speak softly couching him/ her out of the cage with a hamster treat ! Those Hertz chocolates or any treat should work - keep softly speaking and hand feed ! This works.... see if, you can have him / her walk into your hand while offering the treat !

Don't force it. Hamsters don't like to cuddle and play all the time. Play with him but not for long amounts of time and be sure he gets out of his cage time.

Your best bet is to use Krazy Glue or Super Glue. Once you are attached to the hamster, it will be hard to remove.
