Why does my garden hose spigot spray water when I shut it off?

I tried changing the washer but that didn't help. Could it be related to a vacuum breaker that is trying to prevent backflow?

It is a pressure release that helps to prevent backflow and to help prevent water staying in the valve in winter to prevent the valve from freezing and breaking.

That's it. Some of the designs for these will actually cause water to spray out when you shut the hose off.
