Your browser has been hijacked, the best thing to do is turn off System Restore and run the following security software in Safe Mode.
To get into safe mode, re-start and repeatedly press the F8 key after the bios screen loads but before Windows loads, if you don't manage it first time just restart and try again.
Safe mode looks very different and not all your programs will load but don't worry, its supposed to do that. The screen will run at 800 x 600. The scans will take a bit longer so just leave it to get on with it.

Tweak UI can restore your Internet Explorer settings after you remove the hijack. You get it from Microsofts site.
Then you need to beef up your security.
The Windows firewall doesn't stop malware on your pc from dialling out. Either of these firewalls are free for personal use and stop unwanted incoming and outgoing traffic. You choose which programs are allowed to access the internet. They are both fairly easy to use and updated regularly.

Instal both these web browsers, turn off javascript on one and use that browser for vising unknown websites. They don't support Active X so thats one less way for problems to get on your pc.

This is based on experience (I'm not a computer geek, but I encountered a similar problem). I almost purchased the supposed "antispyware" that these pesky ads were proposing. But I decided to check first with our office IT people and they told me that these same "problem solvers" are actually the sources of these problems themselves.
I did some research and this is what I found and did.
You can download Windows Defender (Beta 2), an experimental and free antimalware software from Microsoft (you can find it here - http://www.microsoft.com/athome/security/spyware/software/default.mspx). The source is reliable, Microsoft itself. It also requests for feedback, especially from those knowledgeable in the subject.
When you run it, go to Tools. There is a part that allows you to examine all programs running. One column indicates if the program is a recognized one that has been verified and validated. You are given an option to Allow it, Disable, or Remove.
THIS IS VERY IMPORTANT. It is important, when you are going to delete the malware already, to run Windows Defender while in Safe Mode (you do this by pressing F8 during the boot up process; then the choices appear).
I encountered some Trojans, e.g., the regperf.exe and the atmclk.exe which I could not remove. If you use Windows Defender and try to remove it while in Normal Windows mode, the malware you just deleted will keep coming back. But if you remove them using Windows Defender while on Safe Mode, you can remove them. (There is just one bottom toolbar pop-up that I still cannot remove - but it is not doing any harm. It's just a bit annoying when it occasionally pops up).

The best program on the market to remove the spyware and other hijack programs is Spysweeper. you can find it in Bestbuy and on the internet. No this is not the false spyware removal programs that the internet is full of. This is and has been proven to be the best of all the spyware removal tools out there and yes is much better than the free one from Microsoft.
Also use Ad-aware and Spybot those are free programs that have been around for a while and can help you a bit.

Your homepage has been hijacked!
It's hard to tell without knowing exactly the name of the page... but you can do this:
1- take the name of the page you are directed to. Search using the page's name in Google, with the word hijacked. Chances are that you get a website explaining how to get rid of the plague.

There are a few things to do.
Get rid of all your cookies. Computer cookies. This should be done every week. On your computer go to
control panel/internet options/delete cookies
also remove temporary internet files in the same location
Get a couple of free programs that will block such things. Go to lavasoft.com and download adaware. It's free. Run this program once a week, and definately run it once you've downloaded it.

Go to the Trend Micro site they offer 30 days trial software and run scan. And another is "a-squared" free which picks up malware. A last resort is High Jack This, be sure you have some one who can help you as it has to deal with the Registery.

Go to Tools at top of page click on Internet Options type in the www site address in home page section. then press apply.
Then next go to temporary internet files and press delete cookies press ok. come out of it shut down internet explorer and reopen, hey presto done.

You can also download "HijackThis!" from Download.com and it will scan your system.
To remove the browser hijack, click the checkbox next to the name of the provider (or registry entry) and it will get rid of it.
You can also download Windows Defender, it works quite well and it will solve most problems.

so when you click your IE icon you get this other page? so it's "acting" as your homepage?
type int he address bar the actual page you want, then go to TOOLS, INTERNET OPTIONS, where it says HOE PAGE, click on USE CURRENT - should do the trick unless I'm not understanding the problem correctly...
