even thought they became genin at age 12 and the nine tail fox attack the village 12 years ago. during the chuunin exam the 3rd hokage side it was 13,and during the time skip 2.5 years later naruto and everyone beside gai's team and gaara and his sibling became 16.how did the happen?

Neji, Tenten and Rock Lee were all older than Sakura, Naruto and Sasuke. During the Chuunin exams Neji was 14, then 2 and 1/2 years later he was 16. Lee and Tenten were the same. They were just a year or two older than Kakashi's team, depending on their Birthdays.
Kakashi's team, Naruto, Sakura and Sasuke were all 12 during the Chuunin exams and 15 during the time skip.
Gaara and his siblings are different ages...so it is more confusing. In the Chuunin exams, Gaara was 12, then after time skip he was 15. Temari was originally 16, and after the skip she was 18.
Kankurou was originally 15, and after the time skip he was 17.
But all it is are age differences, pretty much. Not all that confusing.

When The nine tail fox attack The village, the 4th hokage died to protect the village, with his jutsu, The 4th and nine tile fox combine and reincarnation into baby named Naruto (Naruto born and his age is 1/2 years not 0). Because Naruto is different with other guys, he become big faster than others. But the 3rd Hokage make an Seal (circle spell on naruto stomach) make he grow looks more slowly

Actually, Naruto's team (and the other two rookie teams) were all 12, then they were 15.
Neji, Lee, and Tenten were all thirteen and then 16.
Gaara was 12, Kankurou was 14, and Temari was 15 (time skip ages: 15, 17, 18)
