Statistically there are a huge number of men who wear panties so I would assume it doesn't matter who they are made for or where they are purchased. If you look at some of the polls you will see that men wear them because of a great fit (due to Lycra) thus support. The materials are not available in men's wear so there are few options and lastly a huge number of chicks think it is cool and buy them for their guy. What else is there to say?
