He did kick it once. One time after trying to kick the ball while Lucy was spotting it, the football was left outside. Later on when Chuck went out to feed Snoopy, on his way out to the Doghouse, he tripped over the ball falling on his face, and spilling Snoopy's dinner. The ball went flying, so technically yes, Charlie Brown did kick the Damn Football.

I read an interview with Charles Shultz just before he died and he stated that Charlie Brown had never and WOULD never kick the football. He pretty much characterized it as the previous answer about never-ending optimism.
