after i issue the shutdown command it does not turn off the computer it says windows is shutting down and stops

Some of the PCs allow you to hold in the power button for several seconds to do a cold shutdown.

On the modem, there is a button where you turn on your computer. Hold it down for 5-10 seconds.

usuallly there is some process that is still running. a common culprit for this is if you have your sound scheme set to have some ding or other .wav file notification for shut down. Try turning off your sound scheme and see if this helps.

unplug your CPU from the wall then after a few seconds replug your CPU and turn it on. then run a system scan.
