It's a dramatic carillon tower, that is, it is probably tuned to efficiently project the range of sounds produced by the electronic "bells." That's why it looks like an organ pipe.

It actually looks like a gigantic organ pipe, like the ones in large churches. I know it chimes, so maybe that's it. Who knows?
