The Full Moon occurs every 29.5 days. It is therefor possible, but unlikely, for there to be no full moons in February. When this happens there are two in January and two in March. Any thirty or 31 day month can have two full moons. The Moon takes 27.3 days to orbit Earth. The difference between this and the interval for phases is due to the Earth's own motion around the Sun, carrying the Moon with it, so that a slightly different position is needed for the phase to repeat.

Usually only 1 full moon per month. Occasionally there can be 2 full moons in a month. It is also possible that February can have no full moons at all.

basically, there's only one full moon in a month since the moon completes its revolution approximately within a month. But there could be a possibility that there could be 2 full moons in a month since we have irregular number of days in some months.

Our month is vaguely based on the lunar cycle, and was modified to fit the year into 12 parts. However, there are people whose calendar is purely based on the lunar month. The Muslims have 12 lunar months that, because they are only 28-29 days, they do not fit into a year, and hence, all their calendar events and festivals slip back by 11 days each year.
Very confusing for westerners when living in the Muslim world.

Usually one, but if there are 2 then the 2nd is called a blue moon. They only happen once, sometimes twice a year so that's where the saying 'once in a blue moon' comes from.
