Hannbial, no contest. The guy ate people, for god's sakes!! If you meet up in a dark alley with Hannibal and any other evil person, who would you go with? A "bad ***" or the guy who eats people with wine? And, unlike some villains, Hannibal is brilliant.

I'd have to agree, Lord Voldemort is like the devil. He has no heart whatsoever. He is like a snake devil. Other villains have human traits, have a soft spot, but he is pure evil. Lord Voldemort hands down.
