There's no best.

Verizon has great coverage and service, but disables Bluetooth.
T-Mobile has great prices, but has meh coverage.
Cingular has decent everything, but customer service.
Sprint has terrible pricing, but has good coverage.

Manufacturer?
Sony Ericcson for superior functionality and user friendliness.
LG and Samsung for good design + functionality.
Motorola for BASIC phones.

i think Alltell is pretty good its not the best but where i live all we get is alltell and cellular one
