thanks for the answers, but I don't want to twist them like all those street artist, I literally need to shape them, so when I blow it, it will have a shape from the form I choose.. again, not twisting, but real shaping..

You use a handpump of regular air. In order to be able to twist the balloon, you have to leave a little space near the tip depending on how many twists you have to make. The twists can then be double over to form legs, arms, faces, etc.

Buy some baloons, blow them up by mouth about 1/2 to 2/3 of the way. Then start twisting. Pretty easy once you've played around for a hour or so.
