I mean that I have my yahoo account but on yahoo answers I see some of you have a picture how can I put mine please help.

You can create your Avatar (drawing) of upload your Picture.
For avatars go to: avatars.yahoo.com and create one.
For uploading pictures, go to: 360.yahoo.com
Then, enter again answer.yahoo.com and go to My Q&A.
Now select "Edit My Info" and there choose if your picture should be your Yahoo Avatar or your Yahoo 360 picture....

hmmm.. not sure.. I had to put mine there with pure BRUTE FORCE!!
ok.. you already have answers... you can go to the Avatar design page.. or you can go to your 360 page (create one .. it's free too) and once you have it.. you can upload pictures to it.. in jpg format.. then you can use those pictures for your avatar.
