Can you drive directly from Virginia Beach to the North Carolina Outer Banks by driving on the beach?

Is this the best way to drive if I am going to a very northern spot on the Outer Banks? What are the rules for driving this route?

No you can't get on the beach anywhere in va the closes place is in Carola, Nc and then on down threw Duck, NC.
