It has to do with the fact that the web page you want to create will be sitting on someone else's server (a server is a computer that sends information - such as web pages, etc - to client computers. A client computer requests and receives the information (such as a web page) from a server computer).
Since you would be using somebody else's computer as a server to the internet, it's only right that they have terms which limit what can and can not be done through their equipment, and also to charge you for using their hard disk space.

You will have to get a program that lets you make a web site then put it on the web you have to pay for it about $20.00 a month but you can do what ever you want. I have a cuple of programs to use. Frontpage, Acropilia, webdraf. all were about $75.00 but I have a sale $20.00.

Free web hosting sites. Paste the code to a notepad, and save the notepad as a whatever.html then upload the page to a free hosting site. Use myspace to link to it or something else..

if its for marketing purposus and r not gonna pay anyone to make it then you will prob have to buy books to learn the coding rself.
i suggest first learn
1. HTML + css1
2. XHTML + css2
3. javascript
4. java
5. perl

You should get Microsoft Publisher, or get Macromedia Fireworks, and Dreamweaver MX they are the best and easiest programs out on the market^_^

http://www.w3schools.com/ is really helpful if you want to learn HTML and many other things that you need to make a web page.
I don't know about hosting the web page, though.
If you want to profit from the web page, you're probably going to have to pay for it.

well, you will need to learn HTML and create a site.

also, you can use Javascript and php to make your site look more professional.
