for estimates, round numbers to whole numbers, in this case 6.29 is pretty close to 6, so 6 divided by 7 is about 1 or probably 0.9. The other two options are way different from 1, so that's gotta be the answer.

With fractions, think of it as money...
If you have seven people and try to divide $6.29 between them, about how much would each person get?

Probably not $9 each as you only have $6
Probably not $9.00 each as that is the same as the first answer
Probably not $0.09 each as 7x$.09 would only be $.64
$6 divide between 7 people would give them a little less that a dollar each - around $.90. So the answer is 0.9

Again, think of it as money
Is $69.30 closer to sixty dollars or seventy dollars?

6.29 / 7 is about 0.9 (6.29 rounds to 6.3 which is 7*0.9)
43.9+25.4 is about 40 + 30 if you round to the tens digit. 40+30=70.
