Reboot means to restart your computer. Booting up the computer is the same as starting it. Mostly just instruction manuals and we nerds actually still use the term.
Alia, I believe you are thinking about formatting. Reformatting is the process of reloading the system, including the bios and drivers.

Restart and Reboot have two different defenitions. Restart is the prosses that loads all of the programs (includes system test, bios test &...) on ur computer again. But Reboot only reloads ur windows.
