Probably someone in your line was from such a place. Or someone married into it and/or adopted you. So actually you may or may not be of latin ethnicity. We can't know this over a computer. Sorry.

Vasquez is a very common latin name. You could be related to white Spanish people from Spain or from one of the latin countries.

No. Name means nothing in this day and age, people are so mixed with other races that names are beginning not to matter any more. If you do enough research, I'm sure you will be able to find a trace of racial identity in you somewhere where that last name could have came from.
