The Rules of Civil Procedure for your State will specify what the options are.

You'll have to join the group in order to access the Files section, but once there, you can go to Important Documents > Laws Governing Trials > Mississippi > MISSISSIPPI RULES OF CIVIL PROCEDURE.doc
In Mississippi, the Supreme Court is the highest State court (in some jurisdictions, "Supreme Court" is actually the initial court of resolution). Whatever your State calls its highest court, that court should have a Web site from which you should be able to search your State's "Rules of Civil Procedure."
If you don't know where to start, go to "www. state. PC. gov" (leave out the spaces, and substitute the 2-letter postal code for your State in the place of the letters "PC") For instance, I would go to www.state.ms.gov to view the Web site for Mississippi, or www.state.ky.gov to view the Web site for Kentucky.
You may be able to satisfy the service requirements through Public Notice (publishing the order in a qualified newspaper for several consecutive periods).
