My home computer is hooked up to cable and I watch and record TV on it all the time. it is a newer computer and is a muti-media system and is designed to do just that. Your computer must be TV capable to do this, and you should be able to purchase a TV card so you can watch and record.

It is possible to record (that is really all a TiVo is). As far as watching over the internet; theoretically its possible, but I don't know of any software to support it other than setting up a VPN.
