Actually kibitz is usually when a spectator views anothers hand.

Unless it is "authorized", the players or the tournament director can have the person removed from the playing area.

It is not always allowed. It is not the act of allowing somebody to watch your cards - only if you say it is.

Kibitz alone is simply watching cards played over a persons shoulders. Whether it is allowed or not is another story. If nothing is said, it would be assumed that it is NOT allowed.
