Do I need to modify a conf file to allow access from the outside ?

Firewall is off. No router in use.

I don't think it's all that incomplete.. I'm talking about connecting from any other computer, via the internet. I enter my IP & Port number, but no go.

So, you're saying that you've connected just one computer to your ISP's equipment, but you have a LAN?

Does your server have a private network address (192.168.X.X) address or a real IP address?

If it has a private IP address, your ISP's equipment may be working as a firewall/router.

Oh, and no, you don't have to modify Apache to allow another computer to connect to it.

Your question is very incomplete. How the outside computer is connected to your network? Through router? Also give the details about DNS server.
