Yes, but Somolia is an example of corruption, not lack of food.
The people in control of that country have killed the farmers so they cannot feed their own people, and intercepted aid from other countries. They are intentionally starving the people so they can control the country.
As for the rest of the world, it's all based on control. There is more than enough food for everyone. Their are billions acres of land around the world that are not even used for farming yet. It all comes down to how you administrate it. For example, when the communists controlled the USSR, they micro-managed the nation's farming, telling farmers when to plant, when to harvest, etc. This doesn't work, and the result was not enough food in a nation with vast land resources.
In the USA, Canada and other very productive countries, the farmers make their own decisions as to what crops to plant, when to plant and harvest, etc. And the farmers own the land and the tools. You will always get better results when you own your own land and tools, when you have a personal stake in the result.
The best definition I ever heard for wealth and poverty came from a guy named Robert Allen, who stated that wealth is getting large results from small efforts, and poverty is getting small results from large efforts.
North Korea is another good example. This country spends 25% of their gross national product on the military. No other country on earth is even close. They have a fraction of the population of the USA, yet their army is as big as the US army. Meanwhile, their people are starving. There, people are forced to sneak into China just to bring back food so their children won't starve.
But in the final analysis, every country must maximize their own resources. Those who neglect or squander them end up impoverished. The richer nations of the world give aid to poorer nations, which is like putting a bandaid on cancer. The only solution is to hold the leaders responsible if they govern poorly. If they are letting their people starve, and nothing else works, then perhaps stronger countries need to move in and set things right, sort of like when child services has to go in and take kids out of a home where they are being neglected. It's not pretty, but sometimes it can save lives.

That is a very serious and tough question to answer.
There is enough food on this Blue Pearl for 6+ billion souls.
Famine is a solvable enigma.
Politics is often a problem when trying to make famine go away.
And please know politics is not just about them, it is also about you and me.
One of the problems is how do you make something happen when it needs to happen? Not latter, but NOW!
If I go to bed hungry, no matter that I am 60 or 6, is it because I did something wrong or is there another reason?

In all seriousness, and with no ill-will, I say we, as humans, have to stop making so many other humans. Many animals limit their own kind, but not humans; we, as a species, rely on natural disasters ...such as famine... to limit our numbers. This is cruel, it's unacceptable.
I have no easy solution to the horrific situation in Somalia, but I have a suggestion for the future:
Humans must find a way to limit births to 2 per female..not per couple, and not a new child every time a new mate is secured, not one after another after another after another. Just two for every female.
It wouldn't reduce the overwhelming swarm of humanity, but it would be a start.
As for me, I've done my part: I am past childbearing years, and I have had none.

and yet, we're not crying about bums on the street dying just as often as them, and the only fact is, there's something they CAN do about it, but they wont, so bums and 3rd world people are just gonna keep on dying... but for some reason, we care for the others more, probly because bums have clothes.
