Well, first they get an invitation from their next door neighbor for a party. When they get there, all their friends, family, church members and neighbors pop out of various hiding places and declare: "Surprise! It's time for you to mate now! You're 45 years old now and we just thought you might like to settle down and start a family. Please feel free to call on us any time of the day or night if you have questions about that or would like a private demonstration."

Humans, unlike most animals don't have a "season" for mating, so it pretty much goes on all year.
Most people just do it when they feel like it, but from the state of the world, that hasn't been working out too well, has it?

Pheromones! Both sexes emits them, and both sexes can pick them up. This influences body chemistry, which triggers mental attractions, two plus two equals twelve and some how it all works out in the end. Least, that's my theory...

Usually, this is agreed upon by the two parties in question.
Since humans no longer concern themselves with "being in heat", it is more of when it becomes convenient to do so.
