Your first bet would be to treat the psoriasis, you can go to your GP and ask for topical creams like fucibet which would relieve your psoriasis symptoms. Stay out of direct sunlight, moisturise skin daily with a mild "Oil of Olay" unperfumed cream then shave when psoriasis is at its minimum, or ask your GP to refer you to a dermatologist, however hair growth is known to aggrevate skin complaints, sympathise with you.
