They absorb the UV rays through the skin, but it helps them shed the scutes.

I suggest you bring your turtle out once a week for 30 minutes of baskig for natural UV which better than any artifical UV light on the market.

UV rays do not penetrate glass very well nor water.

both, uva and uvb lights benefit the turtle by simulating natural sunshine. they are essential in bone and shell density. that is uv alpha and uv beta. however an outside playground with natural sun is much better. a plastic play pool for about 4 bucks or so at walmart is cool but keep water level low enough so they don't crawl out. limit exposure to 4 hours, water temp brcomes too high during hot summer days.
