Goosebumps are the Body's reaction to high levels of Cold.

The bumps (we call them goose bumps) are the tiny muscles which hold up the hairs on your skin contracting to "fluff up" the hair to help hold in the heat. Even though most of the hair is now gone, the muscles are still there, and they still do it. It doesn't happen on the face since we never had that type of hair on our faces.
