Haven't they both died in their movies? So therefore the question doesn't count.
If they were alive though I'd say robocop. He's a good guy.

To follow movie rules, Predator would kick the $hit out of Robocop and with Robocop's last ounce of strength, would blow the head off of Predator in a glorious hail of bullets and brain matter.

robocop is too slow. Robo cop has one weapon, Robocop was once dismantled by Red Foreman of the 70's show and his gang. Robocop is always short circuiting.
Predator loves hunting. He is on an intergalactic journey to hunt. He slayed Alien Queens before. He has more advanced weaponry technology. Can fight in any arena urban, jungle, or space.
One thing, Arnold would kill both of them specially Arnold From Terminator 1.

I believe Predator will win. A Predator's endurance will sustain itself long enough against Robocop's great strength by the time a Predator uses it's sophisticated, high-tech weaponry to defeat Robocop.

Predator. Too fast for Robocop, unless they are in an empty room as Robo's gun did pack a punch, this would make it quite more even.

Predator- he can bend light and disappear, he has alien technology more powerful and can move in such a fashion that leaves Robocop looking like he's standing still.
