Extending ladders + extend-able handle paint roller ?

That is some height !

I have no head for heights, so I would put the problem onto a professional.

Open the 3rd floor window.

Wrap an old blanket or some other form of abrasion resistance around the ladder, and tie a rope to one end of the ladder.

Pull the ladder up the side of the building and into the window.

How big are your windows on the 3rd floor? Can you hoist a ladder up that way?

I would suggest that you rent some commercial scaffolding. It would fit in your elevator. Its realatively simple to use. Rent as many as you would need to make stairsteps . They can be moved around and it would make the job pretty easy to do.

You can get pole extensions for rollers and edgers. It'll be awkward but do-able.
