be nice to them. eventually, they'll take you as a GOOD example rather than a Bad one, and they might want to help you out and listen to you. be a positive example.

First you need to get there attention, in a nice way, (undistracted attention). Then through trickery comeup with a good idea to make them want to do it. Like with my son, to get him to pick up his room, We play a game. Where does this go? where does that go? Kids will react to interaction with you. To just tell them to clean there room, will not work. they want help ( Approval ). To get him to move his toys back into the bedroom, I tell him to move his toys to the bedroom, and then we will do something FUN... WOOooo Better hurry...... Its great fun to see them so enthused about doing something to get a reward.. If you find something that works, Don't abuse it, As they will get bored of that game easyly.. As for the fun thing that you do after they are done, Rough house,, Kids love to goof off....

brothers and sisters are not suppose to listen to each other. just the sibling rule lol
im 1 out of 8 kids, im in the middle: 4 older than me and 3 younger than me.
so have my share of "bosses" lol. get use to it. its life with siblings. lol.

You tell them that you are going to tell mom about something they did. kinda like black-mail. or you say that you will do this if they do what you want. if they are really little give them a dollar or quarter. somethin like that.
