There are undelete utilities, and really until you do a clean delete (again with a third party app) the files still exist.
I had an old computer that I reformatted the drive on and the files from the previous installation were still there.

Everything is retrievable from your hard drive unless you have "scrubbed" your drive. This is a process that overwrites all of the free space on your drive making deleted files unrecoverable. The DOD standard is 7 overwrites to ensure security, but some programs allow unlimited overwrites. First you need to delete everything you want gone (History, cookies, docs, pics, etc.) and empty the recycle bin (some programs will do this automatically). Then set the number of overwrites and let it go. Depending on the size and speed of your drive, and the amount of free space, this can take quite awhile. This can also be done on an entire hard drive to ensure no personal info is on it, for example before you throw your old, slow drive away.

Every move that you make is recorded by Microsoft. All the information is stored in hidden files spread all over your computer. All the files are called INDEX.DAT. There is a free program that you can download from www.download.com called CCleaner. This removes all history records from your PC.
Check it out.
