I don't know about better, but Google just started one called Google Checkout. It isn't accepted at ebay (because ebay owns paypal) however.

ravenhon, everyone, Google Checkout is NOT a service where you can send people money. It is as it says, a checkout system. It is something that you would see on Amazon.com when checking out(purchasing items), so instead of paying through their checkout system, you could use Google's, this is just an example, any place can use Google's Checkout if they want to (eBay has banned the use of it already for obvious reasons as it would hurt PayPal and eBay owns PayPal).

There are other services you could use instead of PayPal but I do not think any are actually better than PayPal or that widely used or at least that those you are sending money to are going to be signed up at or are going to bother signing up at just to send/receive money. I am not saying PayPal is the best but it is the easiest service to use and a lot of people tend to have an account with them. Other service you could look at would be Neteller, eGold, ePassporte and some more that I cannot think of at the moment or do not know of. Stay away from emo and stormpay if you come across them.

if you read terms and conditions of paypal they have no guarantee of protection from fraud so if you lost your money somehow(god forbid) they would say we are sorry to hear that but its your problem the best way is if you have a bank account and signed up for internet banking you may apply for secure payment scheme and each time you make a payment using your card you will be redirected to your banks security website and it will prove whether it is secure to make a payment or not

Not as far as I know. Have been with Paypal since it started and always got a very good deal over lost items.
