well fish stink, and if something is 'fishy' it usually means it stinks or is not altogether true.
the english language is funny when you think about it, sometimes ppl don't say what they mean or mean what they say. LOL

Fish can smell very badly- and stink! Then, you know something is wrong!
So, the phrase "something decidedly fishy" means something isn't right- usually somebody is trying to get away with something- or make a fool out of someone!
