Depends how you complete formalities and take time for yourself for doing so.
Once a complete in all respect application is submitted, it should not take more than 1-7 working says to issue the visa except for Pakistani and Bangladeshi nationals.

This depends on where you live. You can apply at your nearest Cosulate General of India Office. It will involve form-filling, photographs [you supply passport size, recent] and a fee. If you are a Pakistani or Bangladeshi national there is a different form to that for other nationalities. Your travel agent should be able to do this faster, they can also give you an indication of the time taken, or phone your nearest Consulate of India rep.. Leave plenty of time if doing this yourself, unless you have a real emergency.

depends on in which country you are planning to apply. In some countries is 1 day and in some countries is few months, it all depends also on what passport you are holding
